Quil Crossing Apartments is proud to operate in full partnership with the Tulalip Tribal Employment Rights Ordinance (TERO) to promote economic opportunity and support Native-owned enterprises. Through TERO, qualified Native businesses are given preference in contracting and procurement for all on- and off-Reservation projects.

Registered firms on the Native-Owned Business Registry are invited to bid on upcoming work related to Quil Crossing’s construction, operations, and maintenance. Bids are evaluated on price, quality, and capability, with opportunities for negotiation when a certified Native business is within 10% of the lowest bid.

Our commitment to TERO compliance reflects the Tulalip Tribes’ vision of promoting economic growth, protecting employment rights, and advancing opportunities for Tribal members and Native-owned enterprises.​

All contractors, subcontractors, and employers working with Quil Crossing are required to:

Compliance Plan
Maintain an approved written TERO Compliance Plan prior to starting any work.
02.
TERO Liaison
Coordinate all hiring, training, and contracting efforts through a designated TERO Liaison.
03.
TERO Fee
Pay the applicable TERO fee (1.75% of project value over $10,000) as outlined by the TERO Office.
04.
Good Faith Efforts
Engage in good-faith efforts to hire qualified TERO/Native-preference employees for all available positions.
